Tiziana Giovannandrea Thethe president of the National anti-Corruption (Anac) Raffaele Cantone, Florence, speaking at the National Conference of the administrative heads of the university, he talked of stories of boys who have left the Country and the close relationship between “brain-drain” from Italy and corruption. “The Anac, said the Canton – is deluged with reports of alleged cases of corruption in Italian universities, especially with regard to the competitions’.
To the head of Authority, the corruption is “the system is anti-competitive that deny spaces for innovation and merit.” From Florence, however, the Canton announced to the audience “guidelines for ad hoc, who do not want to burocratizzare, but try to allow the exercise of discretion in a logic in which the discretion, however, does not become arbitrary”. Meaning rules that serve to give account to the citizens, “all citizens, because the university is our future”.

the Canton then attacked the Gelmini reform: “I don’t want enter in merit, I do not have the structure nor the expertise but the Gelmini reform, according to me, has ended up creating more problems than it has solved. For example, institutionalized suspicion: the idea that there may be a family relationship within the same department, which has led to paradoxical situations”.

“In a university in the South was institutionalized, an "exchange" in a law faculty was established a chair of history and Greek in the faculty literary a the chair of public law institutions. Both owners were the sons of two professors of the other universities. I think this is a scandal, and that is the fact that it has been forced to do this; if everything happens in transparency, the law that stems from the logic of suspicion is a law’s wrong.”

The response Mariastella Gelmini, former Minister of Education, did not have to wait
The vice present of the parent company the vicar of Force Italy to the Room, she said to herself, astonished by the words of the Canton. “I don’t want to argue, but I am sorry that a man like him, do you think that a minister should close our eyes to the many cases of parentopoli and recommendation in the Universities. The reform had the goal of making the contests less discretionary, non-partisan, and oriented to meritocracy. It seems to me that they are the actual results”.
