Unpacking, rotation leaders, role and position of the mission structure on large works, European funds: the nodes in the interview with Sergio Mattarella and next steps
ET History article March 23, 2015
It lasted just over an hour the conversation between the President of the Republic, Sergio Mattarella,
and Premier Matteo Renzi that left at 11.15 the Quirinale. This was announced by a press release of the Presidency of the Republic, but no statement was issued after the meeting.
The meeting, in addition to the report of the Prime Minister on the European Council on Friday, has been at the center of the choices to be made to bridge the gap to the Ministry of Infrastructure after the resignation of Maurizio Lupi.
What was leaked before the meeting, the Prime Minister has asked the head of state to take a short interim to evaluate the best choice of the next minister.
SCENARIO: INTERIM AND REORGANIZATION AND THEN THE NEW MINISTER
The Ministry of Infrastructure will tomorrow officially in the hands of Prime Minister Matteo Renzi. The President of the Council did not in fact intend to immediately fill the box of the government team vacated by Maurizio Lupi, but at least a few days to think about what to do. So, go up to the Hill to take the interim of the department, but it should not last long. Pending the mini reshuffle, the timing will be right in the middle of the interview with the Head of State, the totoministri continues to record in pole position the current Secretary at Palazzo Chigi Graziano Delrio
.
At the head of the Ministry of Porta Pia, who runs a key game like procurement, the prime minister is determined to place a politician, chosen within the circle closest to him. If the choice fell on Delrio, although at the moment the situation seems to be still very fluid, it would be necessary to answer the question of the powers of the Secretary, in particular those relating to the management of EU funds. Competence, the latter, which could be assigned to one of the other secretaries to the presidency or the future Minister of Regional Affairs, we reason, the chair which could be assigned to the exponent Ncd Quagliariello.
If the end Delrio instead remain in place, among other names on which we reason remain that of the Deputy Secretary of the Democratic Party Deborah Serracchiani (current governor of Friuli and whose appointment in Rome would also involve new choices for the region).
The only ‘technician who could enter the pink could be the superconsulente Andrea Guerra.
Another hypothesis still in the field, although with lower chance of success, to unpack the same Ministry of Infrastructure, subtracting the mission structure, which decides procurement, delivering it into the hands of Palazzo Chigi.
What is certain, and of which even the presidency of the Council is aware, is that the ministry that has been driven in recent months by Maurizio Lupi has a key role, even more so on the eve of the Expo, and therefore appears unlikely the interim prime minister can last long.
And just in time, and will discuss tomorrow Renzi Mattarella, when the President of the Council will go up to the Hill to countersign the Head of State’s resignation Wolves and the interim. Excluded, however, that the restyling of the government team will also cover the undersecretaries investigated.
Renzi fact explained that it has no intention of changing the route full of garantismo held so far, stressing that the choice of the resignation of Wolves is linked exclusively to political expediency.
