Rome – The House gave the final green light to the quotas in regional councils. 334 deputies voted in favor, those against were 91, 21 abstentions. Alloy, M5s and Ala voted against. Conservatives and reformists and Brothers of Italy abstained. The rule is that the next elections at least 40 per cent of councilors are women. The quota law provides that ordinary regions are required to regulate by law the regional electoral system , the adoption of specific measures to promote equal opportunities between women and men in elected positions. With the changes introduced, the national law does not just expect my principles, as it is currently, “the promotion of equality between men and women in elected positions by preparing measures that will enhance access of the genre underrepresented elected positions “, but also indicates the specific measures available, declinandole on the basis of different electoral systems for the selection of representatives of regional councils. in this regard, the text provides three hypotheses .
1. Lists with preferences: if the regional electoral law providing for the expression of preferences, there are two mechanisms for promoting gender representation: a) share of 40 percent list (each candidates list the same sex should not exceed 60 percent of the total); b) gender preference (must be ensured the expression of at least two choices, one of which is reserved for a candidate of a different sex. Otherwise, subsequent to the first preferences are canceled.)
2. Lists ‘blocked’ : if the regional electoral law provides the lists without expression of preferences, should be expected to alternate between male and female candidates, so that the candidates of the opposite sex exceed 60 percent of the total.
3. uninominal colleges : if the regional electoral systems contain single-member constituencies, the candidates in the field of nominees submitted by the same symbol of a sex should not exceed 60 percent of the total.
