Growth, defense, civil service: the agenda of Renzi with Merkel and Hollande – BBC

Relaunching the construction project and European integration. Avoid the risk of Britain emulation by other states, after Brexit. Rebuilding a common spirit that can be recognized already for the next delicate appointments, such as the Dutch referendums. And then – declining in practice the objectives – try to coagulate a consensus to three on some measures.

agenda

the agenda of the summit between the Prime Minister Matteo Renzi, the German Chancellor Angela Merkel and French President François Hollande, next week in Ventotene, in theory ranges on any subject or European theme. The Union is in crisis, even inspirational; growth is lifeless; the integration of banking and budgetary problems are always there, on the carpet. And in addition there is also a risk to avert all Italian, that is what our country is perceived as “sick of the EU”, the terms in which it was described in recent days by the Anglo-Saxon newspapers, with a firm GDP and a prime minister who has staked everything on the constitutional referendum in November and an economic recovery that never comes. The individual agenda items, at least those that Italy is trying to develop, are the result of the Berlin document, signed by all three leaders in June. At least three chapters. Work and young people, or spread of funds or projects to create a European spirit and common measures to bring down unemployment. Security and defense, or European border police, which should be operational by the end of the year, and the first collaborative experiments between the different armies, perhaps by creating common battalions. Finally, growth and investment, with the relaunch of the plan launched by Juncker and the adoption of any measure, perhaps already in Bratislava in September, the first European Summit of wide breath after the summer.

The meeting in Naples

the methods of conducting trilateral meeting were announced yesterday by the Italian government: Renzi Monday welcome in Naples at Capodichino airport, Merkel and Hollande ( They will be received with military honors) at around 16, then the three leaders – after a visit in Ventotene, during which there is also a stop at the tomb of Altiero Spinelli, considered one of the noble fathers of the United States of Europe – will go up on the helicopter carrier ship “Garibaldi” Navy, on board which will hold a press conference. The summit symbolically evokes the exile of prominent Europeans just like Altiero Spinelli, training and writing the “Manifesto” which is universally regarded as one of the ideological pillars of a united Europe. Renzi tries to relaunch the EU on several floors, cultural as well as economic: conversely, has repeatedly said, “not worth the trouble, it’s just a group of technocrats.” Even French President Francois Hollande and German Chancellor Angela Merkel looking for the same thing, but not necessarily with the same goals or the same tools. We will start from the document signed in Berlin, a few days after the rejection of the British to stay inside the EU. Labor, youth, internal and external security, are issues on which a common vision appears easier: the growth chapter, however, are possible divergences with Berlin.

the economy and flexibility in Europe

it is likely that the occasion will also become useful for a comparison to two, between Renzi and Merkel, on the future Italian financial maneuver, because the demand of likely additional budgetary flexibility has also need a liking of the most influential partners, to be solid. Yesterday Matteo Renzi called Hollande is that Merkel, just to finalize the agenda, as well as discuss terrorism, the crisis in Syria and Libya. And in the book of the summit, will also enter the deepening of a dear dossier shared with Italy and Paris, that of the launch of a sort of European civil service, as well as the re-launch of the Erasmus project.
