Dear comrades, dear friends and dear friends, dear democratic and dear Democrats,
I write to you in charge of the circles Our party at a sensitive time of the institutional life of the country.

After years of crisis and austerity, Italy finally starts to get going again. European rules are changing, thanks to the fact that the Democratic Party was the most voted party in Europe. Thousands of people see their work turned in a precarious contract protections growing and finally know the meaning of words such as mortgage, holidays, rights. The measures on the economy – from 80 EUR to de-contribution for new employees – are pushing many sectors to share and forecasts of the next few months are finally positive (thanks to events like Expo on which we made cleaning because we believe deeply that it will be a great opportunity for Italy and an opportunity for discussion on global issues such as the fight against hunger and poverty).

We are working hard on justice: thanks to the work of the Democratic Party is finally born the Authority Anti corruption, has introduced the crime of autoriclaggio, the civil liability of judges, rules more series for remand. And in a few weeks will read the new rules on Corruption (harsher sentences, prescribing more difficult), false accounting, on environmental crime, the burglary. The digital revolution will bring taxation and public administration to change tack , ceasing to be party users, but finally advisers and friends of the citizen. For this the largest infrastructure on which we are working is digital, ultra-wideband network. But let’s not forget the need to ensure the safety of works left in half by a bureaucracy that has seen in public procurement work more lawyers that engineers here because the code contracts, for example, is crucial to certain rules and lead to achievements jobs. And that’s why we have unlocked the works against the hydrogeological.

The real challenge, however, is the possibility of return to invest in human capital. On research, innovation, sustainable cities. It’s all part of the school. Our bill – gained after a months-long campaign of listening – can still be improved. We are open and ready to listen. But one point should be clear: the choice of autonomy is crucial. Means that the school should not be in the hands of ministerial circulars and trade unions, but the teachers, families, students. Thanks to the choices of the PD in Parliament for the first time in years there will be more money for schools and for school construction, it’s back to take on and you will make new competitions, professors will have more resources for their training, about to be evaluated in a timely manner and the nursery the right to study the education system will be more fair.

We’re doing it in a difficult moment. Advances in Europe a wave of protest that is strong in all countries, starting with France’s Le Pen. In Italy this challenge demagogic is hinged on two forces, not just one: the League of Salvini, the Five Star Cricket. The PD was stop to this result, thanks to the choice of doing awaited reforms years on which other governments have, however, stopped and mired in the past. The institutional and constitutional reforms are the symbol of this battle. There are those who dispute the system and those who propose to change it: we are this change possible and necessary.

The Italians gave us credit. We were at 25% in 2013, we went to 41% in 2014. In one year we have increased so incredible consent. We won in 2014 five out of five regions: one was the Emilia Romagna, the other four have won from the center. We are today the political force that can restore hope and pride to Italy. But we can not do melina. We can not point to stay here just to keep the chair: we are the government to serve Italy, changing it. That’s why the electoral law that goes tomorrow in plenary in the House becomes decisive. Not only because it is a serious law, in line with previous proposals of our party. But also because not approve the election law now would block the path of reforms of this legislature. It would say that the PD is not the force that changes the country, but the party that blocks change. It would be the greatest gift to populists. But it would also be the largest gift to the many who believe in the power of the technicians: those who think that the word politics is a dirty word, and you have to rely on the alleged specialists who have brought us this far, before the arrival to the government of the Democratic Party.

On the substance of the electoral law is modeled on the experience of the auditors. Who wins govern for five years. It is expected the runoff. The award of the list to prevent smaller parties can divide the day after the election and put vetoes. Then we did the Assembly of Deputies and we voted on again. We voted in the Commission and we are now at third reading in the House, in a parliamentary confrontation that was timely, continuous, respectful.

I ask you: is really the dictatorship of the party seeking to respect the will of the the vast majority of our members, our MPs, our management team? Really it is so absurd to ask that after 14 months of parliamentary dialogue we can finally close this law which we all know the political value? Really it seems logical that after all this rigmarole we have to stop because a part of the minority does not want?

If this does not pass the election law is the very idea of ​​the Democratic Party as a vehicle for change that is Italy less. If before the first difficulty, we give up as we can build a better Italy for our children? If the organs of a party (primary, assembly, direction, parliamentary groups) indicate a road and then we do not follow it as we can still be credible? We brought PD to take so many votes of Italians: really now we can stop in front of vetoes?

That’s why the poll of these hours there is dancing in the electoral law, of course. But also the dignity of our Party. The first rule of democracy is respect, all together, the consensus rule inside. When I lost the primaries, I recognized that the policy was to give those who had won. Now I’m not just asking loyalty; I’m demanding respect for a whole community that has been expressed many times on this subject, at all levels. Because this election law we changed three times to listen to all, to listen all. But at some point you have to decide.

I have made a commitment with you, enrolled in the PD, to lead the party until December 2017, when primary will be held. In that appointment will be up to you, to our community, choose to change secretary. But until that day I will work tirelessly to give our community the opportunity to be useful to Italy. Millions of our citizens entrust their hopes in our work: on other occasions in the past the divisions of our party have allowed others to return to power and to do what we have seen. I’ll do anything because this is not risucceda. They can send home the government if they want to own, but they can not stop the urgency of change that the Democratic Party is today.
