Reforms: the Senate of the Regions and one elective
The differences between the bill and proposals Woods minority Pd

‘eventual return to an elected Senate would call into question the setting of constitutional reform carried out by the government, which provides instead a Senate composed of representatives of the regional councils appointed by the regional directors. The change of the composition, in fact, under Article 2 of the Bill Woods, would also mean a change of functions and powers. The bill of the government, approved March 30, 2014 and sent to the Senate on April 8, was a bit ‘different from the text then fired on August 8 by the Senate, but not in the setting. In fact, it required that each region would send in the future Senate six senators: the Chairman of the Board, the mayor of the capital, as well as two regional councilors and two mayors. To these were added 21 senators appointed by the President of the Republic, in office for seven years. After a long mediation with Forza Italy was reached to the current text, then confirmed by the Chamber of Deputies last March 10: Senators drop to 100 (plus five appointed by the president) elected by the regional councils among its members, plus a mayor, in proportion to the demographic weight of each region.

It was however rejected setting Vannino Chiti and some senators of the minority Democratic Party who proposed an elected Senate. The difference also related powers. In fact, the Senate of the Regions does not vote the trust and does not endorse the laws (except the institutional reforms and laws that affect the territorial government), could only propose to the House of any changes in a non-binding. The Senate elected, according to the proposal of Chiti, was instead to have many more legislative powers, while not voting trust. Also the senators, in the proposal Chiti, being elected in election campaigns policies would respond to the logic of party and non-territorial, as for the Senate of the Regions. Still on the subject of the composition of the Senate a long mediation involved the ordinary law that will establish the system by which the Regional Councils elect their senators. Forza Italy, in the transitional rule (now Article 39 of the bill), claimed that they were included in detail the criteria of the future law; it must be such as to ensure that each Council will also elect members of the opposition.
