MILAN

it remains in jail the mayor of Lodi Simone Uggetti (Pd), as well as the municipal participatory advisor Sporting Lodi, Cristiano Marini. Both are accused of bid rigging in a tender for the management of two outdoor swimming pools of Lodi, intended to make win the Sporting Lodi. Yesterday the investigating judge Isabella Ciriaco has identified serious risks of pollution tests even after the warranty interrogations. Uggetti is and remains in San Vittore in Milan, Marini is in prison in Pavia. Defence lawyers had called for the reduction of the custodial measure, hoping in the granting of house arrest. Especially in the case of Uggetti it seemed possible, given that during the warranty questioning had shown a willingness to cooperate. But probably that the statements of the two suspects did not allow the investigating judge to change the decision. In the device remains the danger of pollution of the evidence why the need for pre-trial prison. “There were no indications that would justify a less punitive measure … there is a high risk of probative pollution … because the investigation is still going on,” says the judge.

The lawyer Christian Slaves, co-counsel for Marini, said he was “thrilled” and reiterated the will of his client to answer any questions during the interrogation by the prosecutor scheduled for Monday afternoon. In the morning it will be heard Uggetti.

The monopoly and the old races

Under the lens of the investigators is the monopoly of swimming pools and related operations sports facilities. One of the issues to be explored by the investigators is whether the Sporting Lodi, owned by the city at 45% and the private company Sport 64, has been favored with a call ad hoc, effectively bypassing the competition of the private, to allow the company to compensate management losses that had in the indoor pool, the Faustina, inaugurated after a project financing in 2013, for which the implementation project began in 2008. in addition procures and GDF are testing whether the fact that the Sporting Lodi has presented itself to the race of 2010 for the construction and management of the plant is just a coincidence or whether it was piloted.

The story. The construction and management of Faustina was entrusted, through the competitions provided for in project financing, to the “old” Sporting Lodi, at the time consisted of two private, the Iter of Ravenna and the Piedmontese Eurosport. We are in 2010, and Sporting invests so 3.6 million to build the pool and manage it for 35 years. It is the only one to show up at the race. The plant is ready in October 2013. Then in 2014, at the time of starting the actual management, Eurosport, left the consortium selling his 10% to 4 individuals, and also the Iter sells its 90%, which is in part of the City of Lodi and in part to the Sport 64. The municipality then decided to give Sporting a contribution to management of 300 thousand euro per year, from 2014 to 2015 budget, as required by other project financing, after the period 2013-2014 the losses were very high.

The City of Lodi points out that the planned leak in Faustina has been declining, from 670 thousand to 530 thousand, improving gradually (so much so that today we are beginning to see the first profits) to allow even moderation input prices. The evaluation of the investigators could be that prices have been kept low for electoral reasons and then the losses were covered with improper or unlawful manner.
