Ten arrests (including three in jail and seven under house arrest) for the crash of the Divine Providence House of Bisceglie, the psychiatric hospital ended up in receivership under the law Prodi bis. Among the measures required under house arrest there is also that for Senator Antonio Azzollini (Ncd), former mayor of Molfetta, on which Parliament will now have to express themselves. The handcuffs were taken by former managers and consultants of the structure: in prison Dario Rizzi, Antonio Battiante, Rocco di Terlizzi; home to the Mother Superior and Sister Marcella Cesa Assunta Puzzello, Antonio Damascelli, Adrijana Vasiljevic, Angelo Belsito, Augusto Toscani) accused of conspiracy to fraudulent bankruptcy.

The orders

The orders for custody of the investigating judge Scarlett Fox – who has made the same request for a stop to the Senate for the Parliamentary Molfettese – was requested the deputy prosecutor of Trani, Francesco Giannella, and Silvia pm Curio in the investigation started in 2012. It was the same prosecutor to ask the Court of Trani the failure of the institution with registered offices in Bisceglie, which also operates hospitals Foggia and power, because of debts amounting to half a billion euro. After the plan presented the institution has been admitted to the extraordinary administration in December 2013, but by October, the Vatican intervened commissariando body and replacing Sister Marcella Cesa, until they are at the helm of the Congregation of the Sisters of Divine Providence, with the bishop of Molfetta, Monsignor Luigi Martella. Today the financiers of the core of the tax police of Bari, in addition to the ten measures, they seized a building in Guidonia owned by the congregation. Over the past two years, they were carried out several kidnappings of accounts related to Don Uva Bisceglie. Among others one from 27 million paid by the home of attorney, considered the “safe” of the institution which was responsible for Sister Assunta Puzzello. The hypothesis of the investigators is that these sums were covered by distraction of the assets of the institution, to the detriment of creditors.

The accounts seized

Other accounts were seized for a total of 2 million euro. Unique, however, is the case of the account “beatification postulator Don Uva”, run by the same nuns not to expenses necessary to the practice of beatification for which there was already a official postulator appointed by the Vatican with its own account at the IOR. It was a secret account, which was fed by the donations of the faithful and from the payment of the copies of the medical records of patients of Cdp.Le nuns according to the prosecutor would have denied the canons of their founding mission, which would require to take care of those affected by physical and mental health problems and “to become the voice of the voiceless”, as stated on the website of the congregation. According to the report by the special commissioner of the institution, Bartolo Cozzoli, awareness of insolvency “was known to the directors was known since the ’90s.” And “in 1997 – he writes the Commissioner – in fact, the financial resources of the congregation were not sufficient to meet its expenditure commitments provided to staff.” But since July 2001 that “the body is no longer able to fulfill its obligations as a social security and revenue related to employment; Since January 2002, the body is no longer able to fulfill even the contributions paid by the company to INPS and INAIL. ” In fact, the half a billion euro in debt, 350 million is made up of debts to the State. The Divine Providence House also benefited from state laws to delay until 2016 the payment of contributions, with installments until 2027. The measures have left since 2002, the year of the earthquake in San Giuliano.
