Renzi-Juncker agreement on migrants: strict rules to save Schengen – The Messenger

“There ‘s been so good I almost do not believe it. Today we turn the page. ” Matteo Renzi has just greeted Jean-Claude Juncker on the threshold of Palazzo Chigi. Hugs and kisses and a promise: “Italy has historically been a great ally of the Commission and returns to be.” The immediate contropromessa Juncker: ‘The Commission was, is and will be.
Earlier in the dining celebrated at Palazzo Chigi after three months EHV, peace was signed. Sherpas have worked hard into the night to file the dossier, overcome misunderstandings, enhance the common understandings. Sandro Gozi, Undersecretary for Europe, has succeeded in the miracle of reducing from 199 to 83 the infringement procedures: “With this positive record we welcome, we are the ones who respect the rules,” the Italian premier gloss welcoming Juncker.

LUNCH OF PEACE

The working lunch, including a glass of Dolcetto d’Alba, a forkful of cavatelli pesto and tomato, a bite of roast, an artichoke alla Romana, and a scoop of ice cream with berries, runs smoothly. Even on the economic dossier “There is full agreement,” certifies a participant, “shows the will to create a new climate and enter into a new phase.” Translation: Also in 2017, with some political accounting tricks and if there are no hitches, Italy will be able to enjoy some flexibility on deficit between 8 and 14.4 billion. A nice nest egg, essential to Renzi to cut close to the election fees. With a big question mark: Juncker will resist the pressure of the Germans and the other priests of rigor?

Road esplanade instead on the warm front, immigration. On this issue, “Brussels and Rome speak the same language,” said Juncker. “We work in the same direction,” Renzi certifies that fears a new wave of landings due to the closure of the “Balkan route”. So much so that shortly after, at the press conference, the President of the Commission publicly praised the prime minister: “You do not say often enough that Italy held an exemplary conduct.” And Renzi, pointing the finger at the East: “You can not be Europe’s only when there’s money to be taken ….” “Yeah, but I do not give up, I do not give” guarantees Juncker, “just say the walls to stem the flow of migrants.”

It is not just words. A tete former Luxembourg prime minister gave two pieces of news. The first, on 8 March the Commission will put pen to paper an “extremely tough recommendation” against the closure of the borders ‘arbitrarily’. Will mark a resounding “no” to any suggestion of mini-Schengen, with the blockade of the only southern borders by the Member in the North. It will limit “in compelling way,” the possibility of obtaining extensions to Schengen suspension, demanding the “immediate restoration” of free movement in Europe.

Juncker also informs that more Renzi 8 March the Commission will present , ahead of the European Council in mid-month, his “communication” to overcome the Dublin Treaty. In the document, supported by Germany, there will be the overcoming of the principle whereby the migrant is entitled to political asylum to remain in the country of first arrival. And as you enter the “automatic and permanent reallocation” of the exiles, redistributed among the 28 on the basis of ‘loading percentages European states’ established on the basis of GDP, the unemployment rate, the number of inhabitants, etc.

“NEW WORKING METHOD”

In line at lunch it is finally signed an ‘agreement on the working method. ” Juncker and Renzi establish “that from now on” will create a “direct channel of communication” between the staff of the Prime Minister and the Cabinet of the President of the Commission. Namely, the “infamous” Martin Selmayr, the right arm of Juncker that in mid-January – after replacement of Ambassador Stefano Sannino – lamented the “lack of an Italian interlocutor”, unleashing the wrath of Renzi. “But that’s water under the bridge,” they say at Palazzo Chigi, where invited to cover the arrival of images Juncker and Selmayr. In the movie you see Renzi who, after embracing the former Luxembourg prime minister, takes a few quick steps to shake hands just Selmayr.
